Missile Launcher Operation skill (Amarr/Gallante Alphas)

For Amarr for example, you can only train it to 1, but from what I can see, you can't do anything with 1, as in, can't mount any missile launchers of any type, and I can't see in EVEMon what having it on 1 actually helps.

What am I missing here?

I apparently have no idea what I'm doing.

It enables defender missiles. These are currently useless. But there are plans to change that and make defenders something of an anti bomb system for fleet screening.

defender missiles require missile launcher operation level 2, while only level 1 is allowed for alphas.

Missile launcher operation level 1 is part of the starting skill set - every character is born with these skills. Has nothing to do with alpha or omega. http://wiki.eveuniversity.org/Starting_Skills

That still doesn't explain why Gallente Alpha clones are given training access to the Defender Missiles skill, despite not being able to train its prerequisite.
