Removing reinforce timers is not the answer to this. You should rather make it take a long time for corporations to leave alliances that are at war (say, 48 or 72 hours).
Simply removing the reinforce timer means that the entire shape of POS and reinforcement warfare, which gives people the ability to actually defend their assets without having everyone on-call 23.5/7. Powerful alliances can kill a large pos in well under ten minutes.
You clearly have no idea what structure warfare is like, or why this mechanic was even there to begin with. Furthermore, your revised solution is inept and contains little actual thought.
