Read the whole quote, esp. the first part, that i had in my reply to your thread. You find the reasoning there. I suggest you stop this now if you would like to continue posting on the forums. If you constantly have to evaluate what someone did 5 years ago, based on the policy that was in place at that time, CCP wouldnt have time developing a game. Even if you do not agree, its time to move on. PS: Yes i reply to your thread.
