Is there actually an explanation as to what/when/why in regards this message that appears on top of the forums or is it just some random thing that we ignore? ---

That notification _is_ the explanation! (I think a forum mod checked a pointless box and didn’t realize everyone now sees this banner. Mail has never been enabled on the forum anyway.) ---
