> And if it ends up being such an issue, you can throw a disposable alt, buy a bunch of supercarriers, and asset safety them down to lowsec and then get them into highsec that way.

This doesnt work, by the way.

Every alt needs to be registered. And by registered, i mean, they see everything you do with those alts.

So if you bring in a disposable alt, it needs to be registered in order to be in your corp/alliance. And at that point, any super being transfered to that alt, will show up in records, including what was done to it, and where it is.

Doing this, will not only get your main and your alts banned permanently from that Alliance/coalition,(and yes, the onus is going to be on you to prove that you had no idea that the person you transfered the Super to for free, was trying to sell it to outsiders), but put your corp in trouble too. You will be burned on site, and anyone who sees you will freely attack you.

Ive been in quite a few nullsec corps, and yes, they take this very seriously.

> This desire to add capitals comes from the large umbrellas that blocks have invented, which brings near concord safety to nullsec, while preserving the rich wealth making potential. This leaves highsec at a disadvantage.

A). What do you mean by “Near-concord safety”. I can be afk in hisec and concord will still protect me. I can be afk in nullsec, and the near-concord umbrella would… laugh at my lossmail, of course.

I cannot step out for a smoke in nullsec while mining or ratting. Guess what many people do when they mine in hisec.

B). This umbrella is maintained and paid for by the alliance.

Concord does not charge me, nor cost my corporation anything, to protect me.

C). This umbrella is maintained by actual players. If no players are online, then there is no umbrella, and mining in your rorqual is probably a bad idea. If your players are on deployment, then there is no umbrella, and mining in your rorqual will get you awoxed by an angry CEO.

Concord does not require any of my corpmates to be online.

I dont think there is a single alliance out there right now, that allows its renters to build supers.

> Every alt needs to be registered. And by registered, i mean, they see everything you do with those alts.

Esi only shows character, it is not account wide anymore. If you want to do this correctly you make a brand new account, with no characters. You join, tell them that your new, or played back in 2007 with an account that you lost, whatever story you want. They will likely make you screenshot your account login page, and give full ESI, you do that. You also do all the starter missions, etc, so you look the part of a new player, and perhaps lose a few terribly fitted ships in lowsec.

> So if you bring in a disposable alt, it needs to be registered in order to be in your corp/alliance. And at that point, any super being transfered to that alt, will show up in records, including what was done to it, and where it is.

Nothing is transferred until your ready to make the purchase, and you send a huge amount of isk quickly then undock your character as you start buying everything.

> Doing this, will not only get your main and your alts banned permanently from that Alliance/coalition,(and yes, the onus is going to be on you to prove that you had no idea that the person you transfered the Super to for free, was trying to sell it to outsiders), but put your corp in trouble too. Aye you’ll get banned, that is why you keep recycling alts. Finally, this is only for those with the rule, many other nullsec groups and renters could care less about selling to highsec.

LMAO, if you are in a corp that already is not a renter and has been given access to build there.

Or you have been cleared for it as an individual…

Either way you go thru a massive security scrutiny check akin to an FBI background check for Top Secret Clearance…

Wo i have lived in HS for several years now and I know this perfectly well…where did you come from again dude?

Yes, you can. And you posted the method at which that is possible.

Incursions.

So there is a method to make as much money as carrier and rorqual mining. Its called Incursions. And unlike Nullsec, you are almost completely safe, running them.

Well thats pretty unfair. Dont you think?

Why would you have to?

Im sure Chribba has trillions of ISK. Should CCP change the game mechanics so that I should more easily be able to make trillions and catch up to Chribba? What would that accomplish?

Citadels allow you to dock if blue, no reason why you can’t build a hull and asset safety. Sure you can lockdown the citadel for only certain people, but your making nullsec look like a top secret investigation when it is not, the most through backround check I had was a voice interview, full ESI check, login screenshot, and answering a few questions. Not the end of the world.

</div>

_Since no one seems to have read this, can we criticize the original post?_

Game Mechanic Change: The ability for Capital ships to activate and travel through Highsec stargates, this would be the only mechanic change in this proposal.

Why this should be implemented?

I have always been a believer in the need for different regions of the game to work together, especially with the very large and realistic game economy that EVE Online has. I view capital ships as the shiny toys that everyone wants, they are effective, they are big, and can serve as great content generators. In addition, I also love to see capital ships get destroyed in fights, not only because of the fun that such fights tend to cause, but because destruction of assets is healthy to the economy, as it stimulates demand in order to replace that which is lost.

Therefore, I propose to allow Capital ships all the way up to Titans to be allowed in highsec. The only change will be the gate mechanics, the superweapons would be banned, both for balance and for lore reasons, cynosural generators will also be banned, in order to force decisions between travel and useful fits, and all capital ships will not be allowed to dock in NPC stations, carriers must use fortizar outposts, and supercarriers and titans must use keepstars, hopefully causing many fights as groups strive to drop outposts to escape their capital tombs, and to make a capital in highsec an expensive toy, both in purchase, and in storage.

In addition, since capitals will only be able to be built in lowsec, nullsec, and wormhole space, with supercarriers and titans being exclusive to nullsec builders, this would help to buff the recently nerfed nullsec region, as the vast highsec demand can only be met by nullsec alliances with upgraded solar systems. Does an alliance gain riches by selling these ships to eager highseccers, or conserve them to further their own fleet strength? Finally, this would help increase the revenue for CCP Games, as players with deep pockets would want to show off their new toys by buying plex, helping to increase revenue.

Flaws in this proposal include more power to capsuleers for missions, incursions, and invasions. This can be countered by having missions be buffed with extra high speed frigates that exclusively attack fighters, to add annoyance to the mission runner in exchange for his new power, incursions are now limited to only one spawn at a time, meaning mass contests and friction between capsuleers, and invasions can easily have a dreadnaught that spawns in presence of capitals, similar to a wormhole escalation.

In addition, presence of capitals for the highsec wars would help drive up demand for capital ships, both to kill structures and defend them. This would also open up an avenue for nullsec alliances to wage war across the game, as striking your rivals capital reserves in highsec, and controlling key solar systems with capitals, is now a valid option.

Thank you for reading my proposal, I hope it helps you to both think of new ideas in order to improve this great game, and to come up with improvements in order to make my idea even better.

EDIT: I would also combine this proposal with a broad nerf to total capital hitpoints, reduction in starting resist, and increase in mineral cost, to better balance cost with effectiveness. A high end battleship is around 500m-1.5B isk in value, thus the tank of a carrier shouldn’t be that much greater than a battleship, instead the price gives you jump drive capability and increased damage and application vs a battleship. Same with supercarriers, several million hitpoints and an increase in mineral cost is balanced, compared to the price of a frigate through a battleship. Having such a high jump from battleship to capital ship is arguably the biggest contributor to the capital supremacy doctrine that dominates the nullsec meta.

EDIT: Another balancing feature that would help make CCP money is to release a ‘licensing’ fee for each capital that you want to enter highsec. This license lasts until you leave highsec, and will be on a scaling feature, say 1000 Plex for carrier/dread, 3000 plex for a supercarrier, and 5000 plex for a titan.

I dont think you understand what the word “Near” means. You are talking to your grandmother who lives on a different continent than you, and are telling her how happy you are because she is “near” where you live.

The absolute largest difference between concord and Supercap umbrella, is that the Person being attacked needs to pay attention.

With Concord, you can be AFK, and Concord will still save you. I can be halfway across the city, and Concord will still protect me.

Thats a huge difference, dont you think?
