How is high sec ganking ‘risk free’?

I’m not a ganker and might be missing something, but to me it seems you have a _certainty of loss of your ship_ and also _the risk of not successfully killing your target_ if they happen to play better, fit better or have more help from friends or anti-gankers than you expected. You could even lose your ship to other people due to your low security status or kill rights even before you manage to gank someone.

And even if you do manage to kill the target, the payout is in the hands of the loot faerie, who could decide that you get nothing and that the payout of the gank is less than it cost you, so you go ISK negative.

Certainty of ship loss, uncertainty of kill, uncertainty of profitable loot upon kill… how is ganking ‘without risk’?
