# Can anyone clarify the legalities of 'pulling CONCORD'?

…which the Ganker’s cloaked warp-in scout will see, prompting him to do exactly the same - but drawing them instead _away_ from the belt.

In all my years of association with Highsec suicide-ganking I never once saw a belt-miner perform this operation. They just can’t be bothered to do anything which can’t be achieved passively.
