> Among these issues, the main one is favoritism in EVE. For example, let me point to few very unnoticed events already happened last year, by proving my posts aren’t some kind of propaganda vs PanFam. Many players from NC were angry when Seleene gifted that PopeStar Keepstar to Max. Max is a good guy, no doubt, but it’s hard to predict how that Keepstar will play it’s role vs PanFam further. In this case, I agree with NC reaction. The Culture sold Fountain to the Imperium. During a TalkingInStations stream last month, Matterall said or asked with some kind of disappointment: “Why Culture didn’t offered a Fountain sale to us? We could buy that.” I can agree with Matterall and I was surprised that nobody in NC didn’t know about that deal. How many Outposts NC should been gain from Fountain? At least no auctions were announced. Isn’t some kind of favoritism here from Culture side?. BTW, the Culture leader is in PL now, if I’m not wrong, and Materall maybe thinking that ‘the clouds are gathering’.

I’m sorry…but Whisky Tango Foxtrot?

So one player gifted another player a keepstar…okay…? I’m not seeing the relevance here.

And there was a sale of Fountain to the Imperium, but another group would have liked to buy it…again, so…? What is the relevance here? Player run entities interacting…and…this means what in terms of CCP screwing over CVA?

Sorry but this looks like a ton of disjointed ramblings that make no sense relative to the topic at hand. Such as,

So the Culture showed favoritism and ended up losing out on some ISK by not having a competitive auction…and is that even possible? If the Culture announces such an auction it also signals they a likelihood they won’t defend it…so maybe these things have to be bilateral negotiations.

Sorry…you just aren’t making your case very well.

The relevance here is next:

- If something happens over or behind a group of people, they can argue vs this, they can protest vs this. Like NC then, like Graz3r now;
- I remember what happened when CCP tried to nerf Supers last year due to ISK printing issues. Do you remember that protest organized by Goonswarm pilots on previous forum?
- Nobody tried to ‘close mouths’ then, aka this is how the game works so stay silent, and Super nerfs were changed.

Do you know about closed auctions. They can be organized between Imperium, PanFam, GoTG, Legacy leaders on Discord. Legacy didn’t show at 9-4, not even to settle entire Fountain. And the @Chribba can play an auctioneer role. And the question isn’t in money and profit even, but in political vector - whom want to see in Fountain the Culture?

What? So if I contact a player who is selling stuff on the forums and offer to sell him my T2 invention stuff directly…I"m…what? Gifting him something? Seriously, I’m trying to understand the issue here, but just not seeing it. Nothing has been “gifted” here. PL came in and took your ■■■■. They expended effort. They expended effort because they have determined the benefits, iff successful will outstrip the costs. That is not gifting.

It wasn’t just GSF, it was basically all super and even carrier pilots. I felt that the solution was ham-handed personally. Still not seeing the relevance though…

I don’t follow…who cares who is in Fountain. This is a game that is player driven and yes that may entail secret deals between two groups. Great. Makes the game interesting.

Nonsense! IRL example. When officials are going to set the tax rate on everything to 80%, then what people in your city will do? They’ll say " OK, they came in. This is life. They expended effort and brought police". Well, news proves different.

It’s hilarious. Nobody will dare to settle in Fountain right now, between the Imperium and PanFam!!!

My point is you are not being silenced. Criticism of your views is not censorship. And I am trying to follow your logic but I cannot. It is very hard to follow; very disjointed.

So selling to one of those two entities makes some sense.

Seriously I just don’t see the rationale behind your views. Sorry, I tried but it just doesn’t make sense.

AFAIK these Fortizars are not so special: they have something like rigs which are destroyed once Fortizar is unanchored. After that these Fortizars are just regular Fortizars.
They only have any worth when they sit in place.

Easy. Corps can buy an upgrade from an NPC at any time. Non-upgraded outposts just stop working after a while.

You can even make the upgrade timed, and the corp can help defend the faction ship bringing the upgrade.

But what this has with the fact that many of original builders and owners were kicked out by current owners long ago?

For example: i finished outpost in IS-OBW two months before the whole region was lost by my alliance (2012-02-18 - 2012-04-09). Now i don’t care who gets benefits from it as long as he has nothing with me spending half a year collecting resources and building the parts.

Yes

Due to official information about incoming changes we have the next statistic over Outposts:

- Prometheus x 441;
- Marginis x188;
- Draccous x398;
- Horizon x114;
- Moreau x 68.

* * *

- Total: 1209 Faction Fortizars!

The Fortizars can be unanchored for: storage, sell, redeploy to home areas, redeploy to hostile areas, reprocess.
Among them, most valuable are Marginis and Moreau due to their good defensive abilities. New owners will try to keep them anchored as long as possible in their home and well defended systems. With those Bonuses and faction rigs they are something like between Fortizars and Keepstars. Other Fortizars will be unanchored for pointed purposes, mostly of them. For example, PL don’t need the Providence to control for long time. It is in their interest to unanchor most of them to close and safe areas. The same for Drone space. Next year those regions will be unstable. So, no need to lose assets without any sense. Current Fortizar price is around 12B ISK.

Overall, the Powerblocs of 2018 will get 1209 x 12B = 14.5T ISK injection. Somebody don’t likes the word ‘gift’, then ok, we can use the word ‘giveaway’ - who won something in 2018 will get Faction Fortizars, like some Twitch subs happens. For somebody its not much, but for others it is. Faction Fortizars will improve their Homeworld systems even better than it was before. So, in 2019 or 2020 or 2021 for new Alliance or ‘forces’, this will be even harder to gain or conquering something and without a chance to get similar Fortizars at lets say June 5th. This turns the space passive. Such growing Alliances in 2016 and 2017 like CVA, CO2, Triumvirate, Shadow of XXDeath, Legion of XXDeath already lost those resources, from nearby controlling areas, and are far behind on resource storage to reestablish.

With 50% Reprocessing skills we have next:

 ![Reprocess%20a%20Fortizar%2050p](https://global.discourse-cdn.com/eveonline/original/3X/4/8/489261f888280d92f88bdda468e1e0513b6d56ee.jpg)

With 55% Reprocessing skills we can transform every ‘no need’ Faction Fortizar into 6B ISK of valuable components. Considering we have these new Tataras to perform this perfectly.

If to take into consideration the Keepstar industry:

 ![Keepstar%20industry](https://global.discourse-cdn.com/eveonline/original/3X/8/7/87c0e2665eb59cdda2b2a3e70a7eee675eca2a28.jpg)

by reprocessing 40 unanchored Fortizars (+/-) we can built a Keepstar, with addition little investment. Not the best idea, but for example. So, ideally 1209 Fortizars can be converted into 1209/40 = 30 Keepstars nearly for free.

Sure, in core Delve, Tribute, Esoteria regions nobody will turn 'em. But in Drone regions, maybe Immensea, Pure Blind, and other renting regions, new Alliances will be interested to turn all of those extra Fortizars. There are under 200 of Outposts in Drone regions, as I remember very roughly, which can be converted into 5 Keepstars. Really, a Faction Fortizar in badly defended areas will become magnets of big problems for sub-controlling Alliances. Like IDK who will move their staging fleet to, lets say, Omist to defend those Fortizars. Why?

We can read the Graz3r thread, but what is discussed about it on other Russian, Chinese or other ‘minority’ forums I have no idea. Need to dig and Google translate all of that…

Anyway, a good option is to transform the Outposts into monuments or to make them unanchorable, as Graz3r suggested. It will keep players involved, to make some zkillboards records, like seeing a floating Vindicator in Low-Sec space…

So, normally I’d agree with you Falcon.

But this isn’t really the result of player generated decision making, now is it?

Unlike the story you told, this event isn’t because players decided that they wanted to play a certain way in the sandbox. Players didn’t wake up and say, “man, wouldn’t it be cool if we did this thing over here to make our mark on the game.”

PL isn’t in Provi because they care about Provi, like you did UNITY station.

Not only did CCP make the structures destructible, which is fine, I think everyone expected that, but you gave them a one off special, never to be created again, value, and then told people way ahead of time what you were going to do.

This won’t be remembered as a part of Eve’s history that players decided to write themselves.

Instead, it’ll be remembered as that time CCP changed the design of the game in a way that just about guaranteed that those stations would no longer be in the hands of their creators on the day the design was implemented. The very first thread on reddit when this was announced long ago was “RIP Provi”.

So, you knew exactly what the result would be, just like all of us players did. And that result was so obvious only because of the way CCP designed this change, rather than any decision made by players themselves.

What you should have done is just made the change without announcing the date. Let the players who actually cared about owning the stations for the sake of owning them when they were still just stations, have a little head start on the benefit. They’d still be vulnerable, someone bigger and badder could’ve come along and knocked them down, took them hostage, offered to buy them out, whatever. Nothing handed on a platter, but rather acknowledging the time and effort that the owners had put into them over the years.

But the way you did this, giving them unique value and telegraphing the change for so long ahead of time? There was only one outcome for Provi, and it was never going to be in Provi’s favor.

So, people are bitter not because Eve is harsh, or because someone stronger can come take from the weaker, that’s always been the case and everyone who plays Eve for any significant amount of time knows and accepts that, but because you so heavily incentivized an outcome that was so obviously against Provi that it really feels like CCP took them rather than other players.

So, while I like your story, I don’t think it has much to do with this situation at all.
