Well…the cheapest cloaking device is around 2.5m ISK. So if someone is flying about in a deliberately cheap 4m ISK Catalyst that’s quite a lot more to add…in fact 25m ISK more for a fleet of 10. And that could make all the difference between a gank being profitable or not.
