It doesn’t matter how you imagine things. Not in the slightest.

CCP did it this by design.

Read it, educate yourself. Here, I’ll quote the relevant part below

" **CONCORD** acts as an unstoppable force of consequence for anyone breaking the law in [high security space](https://wiki.eveuniversity.org/System_Security#High_Security).

It’s important to realize that CONCORD isn’t there to defend you, they are simply there to enforce the consequences of breaking the law. As such, people are able to break the law at any time of their choosing, as long as they are ok with the consequences.

This distinction is paramount to understanding how EVE works and why [suicide ganking](https://wiki.eveuniversity.org/Suicide_ganking) is valid game mechanics. The loot and consequence mechanics help serve as a self-regulatory risk vs reward system, where people are forced to consider how much ISK they put on a ship. Some modules are incredibly powerful and increase their efficiency, but at the same time makes them more of a target for suicide ganking. As such it allows players to directly control the balance of powerful ships and modules.

Practically this means that while it’s impossible to stop someone else from breaking the law, you can drastically reduce the chances of someone suicide ganking you by not fitting too many costly modules, thus removing profit as an incentive. "

Doesn’t change my opinion , even if concord are just there just to punish you , the fact they can’t ‘instantly’ punish you leaves a window of opportunity (otherwise known as a loophole) for people to exploit should they choose .

thats the first thing you said that is actually right… its your opinion that CONCORD is too slow, when as a matter of fact they are not.

imagine 0.5 and 0.6 is the US State of Alaska. it can take several hours for police to respond.

now, imagine 0.7 0.8 is the inner city of New York. It’ll take several minutes for police to respond.

the further you get from civilization, or the empire, the slower response times will be.

It’s not about my opinion on whether they are too slow or not , it’s about the fact it takes time for them to respond , as it should , leaving a window of opportunity for people to exploit .

There’s a loophole in that system of punishment that allows people to commit piracy , that’s all I’m saying and reasonably yes there should be.

First of all, as been kindly explained to you by Gix, Destiny and Geo, **there is no loophole**.
Say it with me now and clap your hands: _there is no loophole_.
Shake your butt and dance now: There.is.no.loop.holes

Second, Piracy is allowed in EVE, it is a legitimate career and a damn fine one if I may say so myself.
That’s what attracted me to this game and I don’t want a bunch of crybabies putting pressure on CCP to remove the only cool activity - as far as I’m concerned - in this game before I even have the opportunity to blow someone to bits.

So please, pretty please with a bow on top, either you consent to PvP or you uninstall.
It’s really as simple as that.

FYI, it’s not really just “gankers”. A proper loophole is:

- CRAB is designed to say “hey there are ships that are stuck here, come engage them”
- ESS separately is designed as a non-warpable grid
- Combining the two (CRAB on an ESS grid) leads to unintended safety in using a CRAB. This is the loophole – **unintended by design** – and therefore is [properly classified as an exploit](https://support.eveonline.com/hc/en-us/articles/204873262-Known-Declared-Exploits) since fixing it takes CCP eng time that could be better spent elsewhere (and could lead to buggy results).

> [@Aida\_Aragon](#):
>
> So your saying ingame concord intend to punish people slower so they have the opportunity to destroy some people ?

**Yes by design**. CONCORD is designed to have response times dependent on security status. That is not a loophole. It is a deliberate design decision by CCP games.

Not CCP but concord themselves deliberately delay there punishment ???

I think not therefore there’s an exploitable opportunity that can be taken advantage of .

Where I come from that’s called a loophole .

Obviously CCP designed it that way so as you say piracy is a legitimate playstyle , I never said they didn’t , nor am I saying they shouldn’t have .

At this point you’re arguing about the role-play aspect and personal subjectivity.

Your “CONCORD is deliberately sitting around eating more donuts in a 0.5 instead of a 1.0” roleplay mentality is someone else’s “CONCORD is understaffed in a 0.5 and takes more time to respond than in a 1.0” roleplay mentality.

In your mentality every unfair fight that’s taken – for some definition of “unfair” – is a loophole. That might not last long in the cold universe of EVE.

Close , the concord officer wants to punish you as soon as possible , but can’t because of travel time , this leaves the window of opportunity for people to take advantage of .

If CONCORD were an entity independent of CCP - which is what your question alludes to - the CONCORD pilots would tell you:
" We’ll get there when we get there, not a second before… besides, I still have a doughnut to finish."

Ganking will never be removed from the game. It’s half of what gives eve value in the first place. Games like wow, where upgrading your character is the true way of progressing yourself the only real perceived value is in acquiring the gear. Once acquired its value begins to depreciate because there is no risk in losing your progress, a product of your personal time spent in game. The ever present risk of loss in eve actually adds more value to your things. Can you imagine a world without predation? Neither can I because it’d either be a plant world where no one has eyes or some plant eaters would produce offspring without limit until they kill themselves because they ruined the ecosystem with their number.

Practically yes… a doughnut or maybe some CONCORD guy is still in the bathroom squeezing one out or they’re delayed by a Covid check or they have a trainee they need to instruct in the safe maneuver for undocking… anything you like, but the results are there: delayed response.
