Anarchy is the lack of government. Laws stem from government. Without a governing authority, they are simply norms, not laws. There can be no crime without laws. There can be no _bureaucracy and legislation_ without hierarchy and laws.

Yes, anarchism is fundamentally incompatible with with making it a _crime_ to shoot someone.
