Also has a parent to a new born its pretty difficult to the grinding objectives when I have to go afk frequently and randomly. Its nearly impossible to play the game without sticking to high sec.

Congrats with the newborn!
I do not know whether the 20 objectives are still possible, but when I recently gave that challenge a start and looked for further challenges I realized I did not want to keep track of completing enough temporary challenges within a time limit when so much of it is out of my control while my play time also as parent of a newborn is unpredictable and limited.
So I went back to my home in null sec for a more chill version of EVE gameplay on my own terms.

I’m not sure if it is possible, or not. It would be very difficult because some empires have made significant progress and are now less than 10 away from finishing.
I agree with @Gerard_Amatin that the campaign tries to get you to play at certain times, which is very annoying and disruptive for a game to do.
Trying to balance a newborn, family, work, and trying to complete all 4 empires will I think burn you out… because the longer objectives can take more than 4-5 hours to complete each, and between all the empires you will have to grind it over and over x 4. There is also an annoying amount of traveling back and forth between the empires because most objectives specify a certain region, or bulwark systems. And a lot of them are in low sec, which is not ideal as you mentioned.
Perhaps a suggestion would be to just go for the first titles which requires just 3 objectives for each empire which seems very do-able still … from your opening post I know you would like to achieve all the final titles - I know this is not the same and not ideal, but at least you will have 4 limited event titles, without it interfering with your parental responsibilities too much, and keeping your sanity… and as Gerard said you can play Eve at your own pace. 
(It would have been nice if Fenris had allowed players to do objectives even after the empires completed them. Would have been really helpful for people to progress especially if they miss out on a lot of the easy+quick objectives due to work and sleep times.)
