I first thought about a passive tanked fit, but saw it in the thread already. So I went on and built a “passive” tanked fit. The shield booster can run capstable and gives round about the same shield regen than a passive fitted Kestrel with a medium shield extender. The big advantage by doing it this way is, that it frees up rig space that I can use for more dps. The biggest downside is the susceptibility for neuts.

One of the best Level 1 mission runners for noobs. Costs 1.6mil (using ample light launchers instead of compacts saves a lot of isk.) tanks just fine and you can often take out 4 targets at once by splitting weapons.

Building on the predecessor, the MK.I, this budget built “sleeper killer” fallows the same hit and run tactics but packs more fire power. With the additions, it is able to withstand more damage whilst dealing enough to eliminate the enemy before shield is a concern, in most cases. This version, althougho amped up in comparison to the MK.I, is still limited to sleepers found in: Ore Sites, Small Gas Sites

Preferably use Caldari Navy faction rockets as their price/effectiveness is more than worth using. Use Scourge rockets for Kinetic damage, Inferno rockets for Thermal damage, Nova rockets for Explosive damage, and Mjolnir rockets for EM damage. If unable, or unwilling to use faction charges, standard rockets would work just fine and save much more for your bank. About 500-700 rockets should be more than enough to last you a while before needing to buy more.

With the Kestrel not possessing any bonuses for a single damage type, it will be just as effective against Guristas as it is against Angel Cartel or Serpentis for example. The Small Anti-EM Screen Reinforcer I is usefull to cover your shield’s EM hole for resistances against any possible EM damage. A Small Bay Loading Accelerator I helps to push out a bit extra DPS by having your launchers fire faster. The ‘Arbalest’ launchers are the priciest of the launcher variants, but are the best within their class without being Tech II. Finally the Damage Control I is a last line of defense for those very bold pilots that don’t want to cut and run at the sign of trouble. This is very useful as since the Kestrel is a Caldari ship, its only defense is shields. Anything past that and it will unlikely survive long, but this provides a lot of needed damage resistance that will come in handy for longer engagements.

After heading to your nearest trade hub, such as Jita, this fit should run a pilot roughly 3.6 million ISK for everything.
