There is no mention that Dread Lancers can prevent people from using stargates even if that was intended its kind of messed up not to properly warn people about the introduction of something like that ---

So it is in the info you linked. It’s also coming up on two years. ---

Yep, CCP pretty much told us that any ship at the receiving end of a lance is stuck in space. No warping, no jumping, no docking. For details you can find numerous guides and videos that have been made in the two years these ships exist.
