Our people are enslaved Deltra or did I miss something? The Amarr haven’t the power for a Reclamation, like we don’t have the power to burn Amarr to the ground.

They hide in High sec protected by Concord, our people suffering at their feet and our hands tied to help them. But in low sec they are food…let them come!

The same person you quoted said they are starting “labor acquisition,” taking slaves. They were not militarially enslaving our kin before due to diplomacy in Concord. If you are currently enlisted, **PLEASE** defend our people, I got other things planned.

And it’s not those in HS who will be landing on the planets and rounding up our people in systems THEY control. They aren’t the issue.

Not to the guys running the war. Not to the people who have actual authority over those systems and what happens in them. All _they_ care about is those standings audits, and the LP distribution. Because controlling space… that’s not what that ‘war’ is about.

The people who have actual authority:

As I read it, this shift in policy is effectively a declaration that Amarr is switching to considering planetary populations within the CEWPA zone as either active combatants or as illegal squatters. In which case they would count under PoWs and Criminals.

</div>

I begin by asking forgiveness. I was born Sebiestor, so I do not understand the internal workings of the Empire I serve. It is only through the light of Divine Commodore Koizumi Taira, may her meditations be tranquil, her retirement undisturbed, that I have found myself also a Divine Commodore in this 24th Imperial Crusade. It must be brought forward that in the dark 36 hours before meeting Taira, I served with the so-called “Tribal Liberation Forces”. Brutor aggression and stupidity at its finest, but I digress. If you accuse me of being a traitor, I am. It is a decision I have never regretted.

To accuse me of betraying Amarr, the Empire, its rulers, its religion or its principles? Nonsense, bordering on lunacy. I have signed the so-called “Treaty”, and would not have done so if I felt it undermined Amarrian authority. These “agents” and their campaign of personal profit must be stopped. They “authorize” our impressionable young pilots to bomb civilians and to cowardly assassinate generals, then run off to the next “battle” to further demonstrate their “loyalty” to the cause. All they’re really doing is winning personal glory for the agent, moving him one step further up the hierarchy, one step closer to winning whatever twisted game they’re playing. What territory do these valiant quests claim? Which ones do they defend? Who’s flying these fleets and what are they hoping to accomplish?

In the course of my duty, I have sometimes had the opportunity to ambush an enemy pilot engaging one of these mysterious task forces. On almost every occasion, the allegedly loyal Amarr Navy have turned their guns to me, allowing the ne’erdowell to finish his mischief and leave. Why? What is going on within the ranks that so many fleet officers are being slain? I’ve seen the identification tags for sale, grisly mountains of them. What’re those being used for? That is what should be under inquiry.

Excuse the vulgarity of the source, but I think this data speaks volumes: [https://zkillboard.com/kill/71469520/](https://zkillboard.com/kill/71469520/)

Who could be a more loyal daughter of Amarr? Who could be a more sinister barbarian? And which did the “Navy” choose to attack?

I don’t know how things work where you’re from, but here’s how it works on the battlefield. Many a time, an honorable entanglement with enemy forces has been interupted by pirates hoping to clean both carcasses. At those times, it’s only sensible to unite against the greater threat, before continuing the glorious duty of combat. It is clear to me that there is a greater threat right now, these mission agents on both sides, the pilots who are enthralled to them, and whatever agenda they are pushing. That is why I formalized an agreement with men I did not believe could read, and asked my friends in the 44th Recon Company to cooperate. When this greater threat is terminated, my guns will return to whatever is left of the enemy, and I will fight them until I am told to stand down.

Divine Commodore E. Briscou, 24th Imperial Crusade
Acting CO 44th Recon Company
Signatory

Any shift in that policy is up to the empress and the Amarr Delegate to the Inner Circle, not House Sarum.

There is actually a legal loophole that has not been exploited as of yet: systems taken under the EMWPA treaty do fully transfer soveriegnty as recognized by CONCORD. That makes sytems under Amarr occupancy also under Amarr soveriegnty, where the slave-taking treaties do not apply.

It’s just that no higher authority has chosen to put that obvious policy into practice when it comes to reclamation of planetary populations until now, likely as a courtesy to keep the ground wars in the warzone from escalating. It is, however, legal under CONCORD treaty. Lord Sarum owns those planets by decree, the Empire holds legal authority there, and he can do as he wishes in this case.

This is not true. They are occupied systems, that’s it. Caldari Navy officers [have said as much](https://forums-archive.eveonline.com/message/6399700/#post6399700) with regards to the GalCal warzone. Amarr is in no way going to consider Amarr territories occupied by the Republic as Republic territory, and vice versa the Republic and Republic territory occupied by the Empire.

I believe your source is a prevailing example of actors with an agenda (in this case, a Caldari officer countering an argument made by Julianus Soter) speaking in carefully hedged terms to achieve a goal. The details of the treaty are complex, but it is common knowledge that “foreign” actors begin operating quite freely on the planets in occupied systems regardless of any distinctions about planetary and spaceborne soverignty.

There are many instances to the contrary. For example, somehow I doubt the Intaki have the option of legal recompense via CONCORD over Lai Dai’s supposed violation of the treaty.
