This is not true. You can accept any courier contract, there is nothing to worry about. Please continue to conduct business with me, as usual.

And it does not work with this scam type. As I have explained above.

All of them had to be considered scams before CD. All of them have to be considered scams again if this kind of exception to the CD remains as is.

> I know you dont want me to bring up TTT, because it demolishes your narrative based on your stupid use of these absolutes.

You are imagining things. TTT owns a dozen of structures in New Eden. There are over 10k structures all over EVE from other people. Bringing up TTT makes your point moot because they are being held by a big null block.
The majority of EVE is not in that null block and they are also not doing their daily business in this block’s structure. They own their own structures and want to use it for building or trading. This scam makes their lives harder again because haulers are wary again of taking their contracts. Even if someone has a “clean” history, no one can tell if that person doesn’t just shine up their Toyota Sonata to look like an Infinity. It makes the lives of haulers harder because they again have to put extra effort into trying to ascertain something as fundamental as delivery ability. Just this time they cannot even do that because of the above described state of things.

> [@Solonius\_Rex](#):
>
> This is a blatant lie, and you and I both know it, and the demonstration of this is the TTT.

You insisting on TTT is just moving the goal post and does not matter at all for this scam. The scammers are not in TTT. Implicating that public contracts that do not go to TTT should not be taken was an argument before CD and the CD was introduced specifically to counter that and make structure use possible.

> [@Solonius\_Rex](#):

I will think about that if you train Reading Comprehension to level V. Let me know when you finished the training.

No no, and No. Thats the whole point about due diligence, relationships and trust.

If the imperium, right now, decided they wanted to scam PushX and put up a bunch of contracts, then deny them all from docking into their station, hellcamp them all, destroy their jump freighters, etc, could they? Of course they could.

If the opponents intention, is to scam, then any due diligence, any relationship, goes out the window.

And yet, we both agree that the Imperium/PushX relationship, works.

When you take a look at a open, public courier contract on the market that goes to a citadel, what are your options? Are you incapable of asking the person who made the contract, to change it to a public NPC station nearby, instead? Make a contract to that system, or the nearest system with a public NPC station, instead?

Isnt all this, apart of due diligence?

And if the person insists for some weird reason, isnt rejecting the contract, because of how risky it is, also a part of due diligence?

This is what due diligence is, and yes, it works for this scam type.

This is where the commodity of Trust and Relationship, comes in. And this is no different in any other aspect of the Eve online world.

TTT being a big null block, has nothing to do with this. Even if you replace TTT with Chribba, who isnt a part of a null block, you will get the same result.

You either trust, or you dont. You either take a risk, or you dont. And due diligence is part of mitigating that risk.

Does this mean that you will never get scammed? Of course not. Darkness was a trustworthy third party for years, before he scammed and ran away with billions. But it doesnt change the fact that when you lack the commodity of trust, there are things you should and can do to mitigate the risk.

This relationship has nothing to do with the scam at hand. You keep insisting on something that is meaningless to the problem.

> [@Solonius\_Rex](#):
>
> Are you incapable of asking the person who made the contract, to change it to a public NPC station nearby, instead? Make a contract to that system, or the nearest system with a public NPC station, instead?

Then the person who needs the stuff in their structure because they build in their structure needs to move the stuff themselves to the structure. That reduces the point of public contracts to structures to support your activity to absurdity. We are back in the times before CD was introduced. That is not the point of structures or the CD. You are not talking about due diligence, you are talking about making structures and couriers pointless again.

> [@Solonius\_Rex](#):
>
> And due diligence is part of mitigating that risk.

And yet again: Due diligence has no meaning here. You can go to the structure with an alt to see if you can dock, you can go there to see if it’s reinforced, you can go and see if the holder corp is at war. All these things are meaningless because the structure can be put in hull RF in a matter of minutes and while this happens you cannot deliver.

All what you say is that the public couriers should revert back to the times before CD. A time when it was impractical to take couriers to structures because they all had to be considered as scams. You are back at the meaningless binary choice of “Take a contract and get scammed” or “Don’t take a contract”. This is not meaningful gameplay.
You know what is meaningful gameplay? When someone issues a contract to a structure and sits there waiting for you in Tornados or Taloses. Both sides have meaningful ways of dealing with this situation. The contract taker can check the destination to see what’s going on on this access denied structure. The contract issuer can insta gib the contract taker with a nice alpha strike. This hull timer CD denial has no meaningful gameplay at all going for it.

> [@Solonius\_Rex](#):
>
> This is what due diligence is, and yes, it works for this scam type.

It does not work unless you consider “Not taking any contracts to structures” working with due diligence. But we already had established that you are not interested in meaningful and enjoyable gameplay.

> [@Solonius\_Rex](#):
>
> This is where the commodity of Trust and Relationship, comes in.

Funny thing about that trust from the previous iteration of docking access denial scams: Scammers started buying up structures with long, uninterrupted public docking rights times only to feign trustworthiness. Trust means nothing and especially not with this scam.

No.

Lets say, the citadel that the courier contract is made towards, is in the same system as an NPC station.

You ask the person who issued the contract, to contract it to the station first, then make a new courier contract from the station to the citadel.

In your argument, you are afraid of the citadel being placed under reinforcement. If you are delivering the product from a station, to another citadel within the same system, or even 1 or 2 systems over, it will take less than 5 minutes, even in a freighter, to move that stuff.

So how does that work.

If the corp is not at war, and if corp friendly fire is on illegal, there is no one else that can fire at the structure.

Turning friendly fire on, takes 24 hours. Wardecs, take 24 hours. You have 24 hours to deliver it, which, for most people, is enough time.

In other words, who else is going to reinforce it? NPCs?

That’ll be great! Now create any number of public courier contracts with a generous reward and collateral. Make your structure the destination. Disregard the idea that being able to make an undeliverable contract in the first place is asinine - that’s not an impediment here.

So, I just tried this with my own raitaru. I was still able to use the cargo delivery option when deliverying my stuff. Raitaru, unpowered, zero modules.

I dont understand what the problem here is? There must have been something else going on that prevented you from using it.

Try that again on Perimeter - Impulse Manufacturing. You missed the important aspect in your test: the structure needs to be in hull timer or actively being attacked.

> [@Solonius\_Rex](#):

And what is that going to do? Now you move the stuff to the station and then accept another contract with collateral to the citadel, which they can shut you out of. Keep in mind that you still do not know what is in the package of the new contract. Creating a contract with the same size of the “legit contract” that you moved to the station is not rocket science.

You cannot deliver to CD while the structure is being attacked, ie. in repair timer.

That is an interesting point, however. Good things to look out for when you look at contracts.

I was responding to the OP, or original poster. He simply stated that the citadel was low power, and blamed that on why he couldnt deliver. He did not say which citadel he had tried. Which is why I said “There mustve been something else going on that prevented you from using it”.

> [@Zhalyd\_Lyehin](#):

I said why this would work. It takes less than 5 minutes to move assets from a station to a structure in the same system. It takes considerably longer than that to reinforce a station.

> [@Zhalyd\_Lyehin](#):

I just tried both attacking, and in repair timer for the sheilds, and i could deliver. Are you talking about Hull exclusively?

Sure. So this can be included into due diligence, right.

It must be in hull timer too, to my understanding. Just low power but healthy is not enough. CCP probably disabled this to close some other hole which may arise from being able to deliver something into impending asset safety / destruction.
