Im happy to call it rewarded But whats the difference between getting 3m for killing a criminal under the suggested system, and getting 3m under the previous system, other than player levyed bounties? ---

Well anti gankers need to work at getting rewards, hense the reason also for the yellow spacesuit stunt. See short story it was a ganker who was first offered something like this but they did not accept. Well Now it had been turned into a reward/prize for a nonganker or anyone really to take it as such. Meaning antiganking rewards come from the new eden community. (this case the reward is a yellow spacesuit) (the prize is something else / When a antiganker stops a gank the reward is a thank you from the community is what i am trying to point out here. ---
