The OP, one @Codename_Razorback, appears to have abandoned this sinking ship of a thread. Might he consider asking @ISD_Buldath or one of his esteemed colleagues to put it quietly out of its misery? I only mention it because ā€˜One Way to Balanceā€¦ā€™ has become ā€˜Any Way to Nuke Gankers and Gankingā€™; a tired and tiring exercise in futility which all too frequently leads to naughtiness and ill-temper (that of my own character included). Asking for an Altā€¦ ---

The best balance pass for HiSec would either be itā€™s complete removal or at least a reduction to 50 systems max for each Empire. Why do you need more than that? ---
