It is a joke told at Minmatar expense, these types of jokes usually told by an Ammaran, the race that enslaved them. “Matari” is another name for the Minmatar people. ---

It’s a shame there isn’t a way to condense zKillboard or other Highsec PvP data to show what’s really happening. You can scroll through page after page of kills on zKillboard - hundreds and thousands of kills - and find only a handful of kills that look like a ‘noob kill’. You’ll find tons of kill padding in cheap ships, lots of Safety. and other PvP-corp ships dying. Lots of players from established player corps. Lots of freighter, indy, barge/exhumer and bling-ship kills. The vast majority of HS kills are of people who are in a position to know better and to deal with it. There’s simply no percentage in hunting noobs in noobfits. Ganking may be an issue, it may need some changes. Or not. But it’s not because noobs are being hunted out of the game by it. ---
