Read the patch notes - [they added triglavian exploration ships](https://preview.redd.it/8s0fco48nwl31.jpg?width=960&crop=smart&auto=webp&s=5f879d639195282e2adbe3383c08a6088eb653bd) into low sec. They hack sites as NPC miners mine high sec belts. You must get quicker, then they are, or kill them.
