Tanoo II is the Mandate’s capital, thus has shielding and counter-ballistic weapons.

Yes, I do understand that. Even so, we’re talking at least hundred kiloton detonations here, which would still generate considerable blastwaves. Just a stray shot would flatten small cities. But who knows what they consider “minor damage.”

Yes, that makes _perfect_ sense. The Minmatar would “pay off” one of the Tribes to frame a _different_ Tribe… or the Republic would use a criminal organization to… frame the Republic.
