There is always low-sec between null and high, the patch notes didn’t state you can’t anchor your XL structures there.

And the rest of structure types are unaffected so your [POS scam](https://forums.eveonline.com/t/private-station-scam-attempt-how-it-works-how-to-avoid-it/396970/65) can continue.
