The fine print on that ad probably includes the clause ‘Discount only available for select hulls’.

But yeah, recently I was looking for another type of skin that was suppose to be on sale and only saw the price slashed for one specific type of ship. If a ship skin is going to be advertised at a clearance price, all ship classes should be available at that price.

I mean its not even hidden, its right there before it tells you which skin lines are included, it never stated every skin in that line would be on sale
