If you had bothered to read the [new player FAQ](https://web.ccpgamescdn.com/communityassets/pdf/EVE-Online-New-Pilot-FAQ.pdf) you’d already know where it is written down. Here’s a couple of relevant excerpts (emphasis mine) > 5.3 SOME PLAYER JUST SHOT ME; IS THAT ALLOWED? > In EVE Online, _ **any player may attack any other player if they choose to, no** _ > _ **matter where they happen to be** _. This is because _ **EVE Online is essentially** _ > _**a PvP (Player versus Player) game at its core**_. If the other pilot had no right > to attack you then CONCORD will track him down and punish him for his > crimes, so long as the attack took place in high security space. If the attack > took place in low or null security space, then it would have been down to > you to protect yourself since you may be attacked freely and CONCORD > cannot intervene in those areas of space. > 7.2 CAN I AVOID PVP COMPLETELY? > _ **No; there are no systems or locations in New Eden where PvP may be** _ > _ **completely avoided.** _ The safest systems are the ‘rookie systems’ where new > players start their journey in EVE.
