must have good pi including ability to do some advanced pi.

a c2 with a c4 and hs static would work  
a c4 with a c2 static would also work

any wh system that has a null and hs static

unless we talking shattered systems, but you cant “live” there( no pi/moons/cant anchor pos/citadels)
