Compact Entropic Radiation Sink should not have same stats as Entropic Radiation Sink I

I think Compact Entropic Radiation Sink should have same stats as it does now but 25 cpu instead of 27 cpu.

As it is now, it is the same as Entropic Radiation Sink I (in stats) from what I can tell.
