That may be true, but this is how you begin content escalations and map statistics.
Docking might also be a problem for FW when it comes to neutrals, but it will force a fight, rather than just tethering up on a citadel.

Not sure what you mean. This only affects NPC stations and not citadels. NPC stations donāt have tether. And not being able to dock on them doesnāt force any fights, itās more the oppositeā¦
When you are roaming enemy controlled space, where else can you dock except in Upwell structures?
And what is the opposite? Your gang never been chased through multiple systems before?
Opposite is not getting content because living in lowsec is annoying without using citadels for FW groups. Without restrictions you would have more groups living in lowsec.
So long as the entire idea of FW is based off of system control, accessibility to systems is relevant and loss of access is the only remedy.
Donāt want to lose access, donāt lose your system.
You donāt really lose access because you can still use alts to dock. Or you can drop from FW to gain access. Itās just annoying.
Annoying is better than nothing. Youāre going to use an alt to eject from every ship you need in an enemy controlled system? Destroy a ton of rigs to repackage your moved ships? Regardless of small ways around it, it is still a hindrance. One that makes a difference.
Annoying is just annoying. You can drop from FW without any penalties. Or switch to enemy side.
Seeing as FW has been used by many of the nullsec blobs as a place to put alts to just farm LP for easy isk. I really think their should be HARSHER penalties for switching sides in FW. And remove the whole massive LP payout from missions in FW.
