Source of Dominix Navy Issue BPCs

I see contracts with Dominix Navy Issue BPCs for sale but I can’t found their original source. They don’t appear to be available from any of the LP stores. Does anyone know their source?

I’m pretty sure those are found in the Gallente Militia LP store.
