Maybe the people who wrote them and whose words are in these texts are Drifters or Sleepers. “Gleaned Correspondents” could indicate that they do not share, or have not always shared, all the same ideas while the words said in “Gleaned Directive” could be the center of their ideology. Perhaps they tried to reorganize during or after the fall of the Second Empire while they were still in Anoikis and that Vigilant Tyrannos, or at least the ideological faction or sub-faction the Drifters come from or were part of during this era, is the group that ended up being the most powerful and influential among the Sleepers of Anoikis. Or perhaps this text inspired the Drifters to create their group and their ideology.
