I have much of what you are looking for, but not quite all of it.
I have Skirmish Command Specialist , Armor Command Specialist , and Shield Command Specialist all @ 4.
I have Logistics Cruiser @ 5 , Recon @ 4 , and Command Destroyer @ 3.
I believe it would take ~2.4M SP to gain Information Command Specialist @ 4, Command Destroyer @ 4, and allow Sabre piloting with Interdictor @ 4.
I do have many other skills though, so please take a look.
