Reprocessing as in station reprocessing? Are there certain skills related to reprocessing or just standings you need?

Standings are irrelevant, im looking for a character with the reprocessing related skills, mostly moon goo and ice skills maxed.

I asked about standings because they reduce the cost to reprocess
