Good standing with CONCORD.

Preferred (5m SP):
Tycoon V
Accounting V
Broker Relations V
High standings with any of the major hubs.

Budget is flexible, these do not need to be flashy, I just need extra order slots.

Standings are the thing with this guy. Caldari state 7+ and navy 8. Amarr 6+ and amattar and khanid too.
