I hate to give an honest appraisal, because I was hoping to get one on the cheap. In good faith my appraisal of the character is 25-35B for the skill and 5b no history, age, transfer cost. You probably could sell at that high if you wait around especially if you advertise how that skill works and how people are using it in game.
Unfortunately, out of my budget.

I admit the price is very high, I believe given the rarity and scarcity of characters that have the skill will only further increase with time. With that said. 80 billion is the price for Belin. I welcome reasonable offers.
I am in no rush to sell. As you said. This is the only skill that is no longer available in game yet still has an effect. The skills effect lowers your chances of getting caught by the faction NPC when smuggling illegal goods through empire space. One could use this to profit substantially off the market by smuggling goods from one empire to another without getting caught and triggering consequences from the NPC.
This character has a clean corp history, positive sec status, positive wallet balance and no negative standings. The character was born in late 2003 female Caldari.
Black market trading is a relic only available through legacy characters such as this. If this is something you are passionate about exploring, this character can be your blank canvas to paint a isk filled masterpiece.
If you are inquiring about the character Admiral Armageddon. He does not have the black market skill. Only a 2003 birthday, clean history. Positive balance and the name. Skills are a blank slate. Make me an offer (have had several people who want the char for the name alone).

Plus while the skill is useful its obsolete cause not many illegal things are in game anymore
