Are you russian by chance? If so then you cannot transfer as normal.
Not to mention items technically cannot be used for trading characters
As you have an open ticket and are waiting for CCP to be able to resolve this issue for you, I shall lock this thread.
This can take a while for more complicated matters and may be delayed due to the expansion launch.
