The PAIRC’s GalNet page explaining the colony’s political system.


When the project to create the Precursor Artificial Intelligence Research Center began, the goal wasn’t simply to create a research center to assist the Minmatar Republic’s war effort against the Amarr Empire and pirate insurgents, or New Eden’s against emerging threats, but to create the most efficient society possible, a society free from the flaws that plague others, a society that would allow its citizens to be happy and useful for the greater good while using their full potential.

To achieve this vision, the government was entrusted to experts in various fields, to technocrats whose mission is to analyze the colony and its problems and provide science-based solutions with an efficient and pragmatic mindset, to ensure the comfort, security, and freedom of its citizens while increasing the effectiveness of the research taking place in the center’s scientific areas and that of the Armed Forces.

The main decision-making institution is the Technocratic Council, which is divided into two sections:

  • the Council of Scholars
  • the High Council

The Council of Scholars is composed of three subsections:

  • the Social Subsection, in charge of social, political, and economic affairs, composed of experts in these areas.
  • the Security Subsection, composed of military officers and experts who manage internal security, the Armed Forces divisions, and external operations.
  • the Research Subsection, composed of engineers, biologists, cyberneticists, and other professionals important to the colony’s scientific programs.

The Council of Scholars’ members acts as advisors analyzing the state of the PAIRC, reflecting on observed problems that need to be solved, debating on what could be improved to achieve our vision of creating the most efficient society and research center possible, and proposing solutions. The different subsections sometimes interact with each other on matters that concern them simultaneously.

The High Council is the governing body of the PAIRC, composed of experts in the fields studied by the Council of Scholars. They analyze the reports and proposals of the Council of Scholars and decide which are the most relevant and useful to implement. They possess executive and legislative power, approving laws proposed by the Scholars and enforcing them through their control of the colony’s Armed Forces. They also manage the colony’s research programs.

Under the direction of the Council are a multitude of offices that make up the colony’s administration, such as:

  • the Education Office
  • the Economic Office
  • the Urban Planning Office
  • the Public Health Office
  • the Scientific Research Office

Judicial power is mainly held by members of another institution: the Universal Court of Justice, this institution is responsible for applying sanctions to people found guilty of non-compliance with the law. The court and its activities are supervised by a Magistrate, who are themselves under the orders of the Technocratic Council.

The Representative of the Technocratic Council represent the PAIRC and its interests and supervise interactions with the people of the colony and other factions through the diplomats, community managers and agents under its command. The Representative answers to the Technocratic Council and the Founders.

The Founders are the creators of the PAIRC and its political vision, or their successors should they no longer manage the colony. They have superior authority over the High Council in the colony’s affairs although they allow the Technocratic Council to operate in their place most of the time, intervening mainly to make and carry out important decisions and operations. They possess executive, legislative and judicial power.

The Watcher AI system can temporarily take control of the colony if no human can assume the role of Founder or operate the High Council effectively, while it selects qualified individuals to assume the role of Founder or member of the High Council. It can possess executive, legislative and potentially and exceptionally judicial power.

The PAIRC is a client state, as MHC-R3 III is controlled by the Taayusaka Eskeitan corporation while the Syndicate region as a whole is a protectorate of the Caldari State.

The PAIRC’s Armed Forces constitute the colony’s military power in addition to including its law enforcement and intelligence agencies, and are composed of several divisions:

  • The Military Police maintain order within the colony and are therefore our main force of law enforcement. Although primarily stationed on the ground, they also operate in orbital facilities and collaborate with the Space Defense Force to ensure internal security within their bases. They conduct patrols, ensure the security of sensitive locations, serve as bodyguards for key individuals and customs officers and carry out investigations into offenses, crimes and other important matters concerning the colony’s internal security.

  • The Space Defense Force protects orbital facilities and airspace above the colony.

  • The External Strike and Intelligence Force conducts combat and intelligence gathering operations outside the colony’s territory in non-specific and non-specialized locations and contexts, conducting conventional and unconventional warfare, be it in space or planetside.

  • Several other operational forces can be formed for missions in specific locations and contexts where specialization is key.

These divisions are commanded by the Commander-in-Chief, who answers to the Technocratic Council and the Founders.

During your trip to PAIRC, what if you participated in an interview on PAIRC News to share some hypotheses we’ve developed while subtly criticizing those who think they’re exaggerated? We’re probably right to think that the experiments on the hyperspace network could have unforeseen consequences, and if that’s really the case, I’d like the Foundation to be seen as being among those who were right while the Republic was either deluding itself or at worst lying. That could help us be viewed more favorably than the Republican government, which would be very useful.

Welcome to the official PAIRC Political Feedback Forum. Here, you and any other citizen can share your opinions on the state of the colony and government decisions.

To discuss with other citizens and share your views, you can create and participate in threads on current events or more general topics, take part in polls, and even attend virtual meetings with other users. Government employees will read and attend these conversations and report your opinions to the Technocratic Council to gather feedback and potentially adjust policies if necessary. To ensure a healthy environment for debate on often controversial topics that ignite passions among participants, here are the most important rules of this forum:

1: Stay civil. No insults, no passive-aggressive behavior, no threats, no incitement, and no support for unlawful violent acts. 4: This is a serious forum, don’t troll and avoid the overuse of irony and memes. It is advisable to argue in a proper, understandable, and good-faith manner in addition to detailing your arguments and providing sources to back your claims and ideas to ensure that debates and discussions are interesting and useful enough to create an environment where everyone can enrich their political culture and show observing government employees that you take politics and this forum seriously enough to really think about what you say and educate yourself on the subject.

5: It is permitted to discuss mature topics, but it is forbidden to post explicitly violent and sexual content.

Minate I: We would like to begin by discussing what should be done regarding the discovery of hyperspace fractures and the release of ORE’s phase anchors. Here are our initial research plans proposals: obtain phase anchors and samples of erratic ores for analysis, and send personnel to study the discovered fractures and their effects, attempting to determine if the fractures might be similar to wormholes or discover other pathways to higher dimensions. If it is possible to enter such dimensions, we could begin by sending drones and then warclones before sending baseliner crews.

Minate II: We think we should entrust the study of fractures to the team analyzing the rate of erratic spacetime in the known universe. They already have the ships and equipment, and we could perhaps give them mining equipment to collect samples of erratic ore. Any thoughts?

Sklor: I have no problems with what you proposed, except with exploration proposals. I’m not firmly against them, but we would have to be careful not to attract too much attention if we explore these dimensions and find residents there, whether they are Drifters who have taken refuge there or other potentially dangerous people or machines.

Ronuken: I may be pessimistic, but imagine if hostile entities on the other side could and decided to join our world because people from New Eden, perhaps us or other groups, incurred their wrath by arriving unannounced in their territory and doing things they didn’t like, a bit like with the Drifters according to your hypotheses. If we contribute to stirring up their anger, it could give us a bad image with the PAIRC population. Opponents of our policies keep quiet because we are relatively lenient and treat the people well, but I don’t know if they could let this go. That said, I agree with Sklor.

Adestur: I’m all for experiments and studies on all of this as long as we don’t bring more rabid Jovians into to our world.

Minate II: We were confident that you would approve the analysis proposals and less so the exploration ones, but regarding our other proposal, we think it will be less appreciated for understandable reasons, but I would still like to know what you think.

Minate I: We are interested in developing technologies based on those of phase anchors to try to bring structures from higher dimensions into our space for analysis, or even send ships or structures into another of these dimensions to explore it we discover it is more practical or if there is no other way to explore these dimensions.

Minate II: We suppose the Drifters were able to pull observatories from higher dimensions and materialize them in several systems during the Crisis, so perhaps we could conduct this kind of experiment in multiple systems without a strong apparent Jovian presence.

Minate I: Speaking of which, we suppose that it could yield more results in systems with a strong and noticeable Jovian and Drifter presence, but it would be complicated to do this in places controlled by hostile forces such as the Angels, the Drifters themselves, or other factions that would not allow these experiments to be carried out. Perhaps Tabbetzur would be a good place for that given the presence of the Republic and multiple Jovian observatories.

Minate II: But we theorize that some of these experiments could be dangerous. For example, we could accidentally bring structures containing dangerous elements into our reality without realizing it if we were to do it blindly, or perhaps we could accidentally disrupt spacetime even further within the known universe. We assume you agree.

Adestur: It’s one thing to want to explore new dimensions despite how local potentials might not take kindly to it, but to risk bringing them into our world because we conducted an experiment without thinking or knowing anything about their power or even their presence ? Seriously ?

Ronuken: I agree. It would possibly be even more badly received than the previous case.

Sklor: These ideas are interesting, but it would indeed be even more dangerous to do this blindly. Perhaps we should wait until we know more about what lies in these other dimensions before attempting more ambitious experiments. EDENCOM, Upwell and the Republic might release information that could be useful for conducting these kinds of experiments and expeditions in a safer way.

Adestur: Good idea, we might as well let them make mistakes for us so we have the opportunity to do better than them afterward.

Ronuken: That does seem safer indeed.

Minate I: We understand your concerns and we agree with you, but to be honest we don’t appreciate how it might hinder our research. But well, we might as well avoid tempting fate and wait until we know more for safety’s sake.

Minate II: We therefore propose that we begin obtaining and analyzing phase anchors and erratic ore and start studying fractures. We will then consider safe attempts at interdimensional exploration and movement based on what we learn about the subject in the near future. Any objections?

Sklor: No.

Adestur: No.

Ronuken: No.

Michael I: Alright, now let’s move on to the topic of protecting the PAIRC and our assets and employees when metaliminal ice storms will arrive. Adestur, Ronuken, were any security flaws noticed regarding last year’s defense plans during your review?

Adestur: Nothing to report.

Ronuken: Indeed.

Michael I: Did you noticed any pertinent criticisms of these plans ?

Ronuken: Practically none, the majority of people seem to be in favor of them.

Adestur: Yes, everything is fine regarding this.

Michael II: Alright. Let’s assume then that unless Sansha’s Nation and the storms are for some reason more dangerous than anticipated, there’s no need to revise last year’s procedures.

Ronuken: I approve.

Adestur: I approve.

Michael I: Good. Is there anything you’d like to discuss, report, or complain about? Is everything going well in your respective areas?

Sklor: Everything’s fine on my end.

Adestur: Apart from the kind of expected stalemate in our little war in Tabbetzur, we don’t have any problems either.

Ronuken: There’s nothing particularly remarkable to report in the colony.

[New orders following the publication of Lord Warden Elyan’s missive on YC128.01.16]

  • Upon reading this missive, we can theorize that the creation of the Deathless Avalon bastion is potentially complete, or even that it is now “operational”. Therefore, we must redouble our efforts to locate this site and determine its threat level.
  • Given that the Warden is the leader of the Round Table Assembly, the founders of the original Avalon, it is likely that Lord Warden Elyan is himself the leader of Deathless Avalon. Information must be obtained about him to determine his identity, personality, and ideology in order to better assess the threat level of Deathless Avalon.
  • We do not know what the “Garden” is. We assume it could be an surveillance body within the stronghold, or perhaps an entity tasked with the same mission, or simply some sort of motto used by members of the bastion. We should try to gather information on this subject in case it proves critical to achieving our objectives.

[First iteration of the Vanguard Counter-Subversion Protocol]

According to the information we have, the individual known as “The Quartermaster” worked with the Deathless Circle to develop the Vanguard consciousness transfer implants. The Quartermaster also reportedly helped the Guristas Pirates modify the infomorphs of warclone pilots, essentially brainwashing them, to ensure their loyalty to the Guristas.

Knowing this, we can easily and logically assume that it would be risky for an individual to use Vanguard implants, as it is not impossible that a faction as violent and radical as the Deathless Circle requested or allowed the Quartermaster to edit the infomorphs of the Vanguards within, and maybe beyond, its ranks to make them as loyal as possible. It is therefore necessary to take measures to ensure that our subjects tasked with testing Vanguard technology are not subverted by their own implants and the Circle. We currently have no reports or testimonies indicating such subversion, but it would be best not to take any risks. Here is the first iteration of the protocol to be followed to minimize the risks that could arise should a mental subversion of our subjects being possible and happening.

  • Each person who has chosen to become a Vanguard must have a backup of their pre-vanguard transition infomorph stored in the Jörmungandr Tower’s infomorphic database to ensure the survival of their consciousness regardless of the risks posed by the vanguard transition.
  • A complete study of the psychological and ideological profile of the subjects must be conducted to detect any signs of inconsistent behavior that could reveal evidence of mental subversion.
  • The subjects’ vanguard implants must have the most effective external cyberattack protections possible.
  • Subjects must be under constant surveillance both in and out of combat. This surveillance will be facilitated by the PAIRC’s surveillance cameras, cameras mounted on their armor, and the use of trackers, and will be overseen by the Watcher, the Military Police, and the External Strike and Intelligence Force.
  • The subjects’ communications must be restricted to prevent any direct and dangerous communication with potentials enemy agents, in addition to being constantly monitored by the Watcher, the Military Police, and the External Strike and Intelligence Force.
  • Research must be conducted to identify and remove components and functionalities from vanguard implants that could cause mind subversion, or alternatively attempt to create a new type of secure implant based on pre-vanguard implants and incorporating technologies and functionalities that would grant access to the advantages of vanguard technology but without its drawbacks.
  • If necessary, edit the subjects’ infomorphs to erase certain memories and sensitive information. Note that the process will be scrupulously monitored to ensure the preservation of the subject’s personality and avoid any abusive and unncessary modification.
  • If possible, an intervention team must be ready at all times to intervene and neutralize subjects showing signs of subversion. It is preferable to keep them alive in such situations, but if are confirmed to be significant threats, it is allowed to attack them with our « Bulwark » cyberwarfare AI that can bypass our own protections and damage the subverted implant in a way that ensures immediate neutralization. If the virus fails, then the subject must be manually terminated by an intervention team or any other nearby force.
  • After neutralization or termination due to behavior that may indicate subversion, the subject’s informorph shall be transferred to an harmless body for interrogation and study. It will be allowed to place them in stasis to preserve them as a research object.
  • If deemed necessary by those responsible for research on the subject or their superiors, it will be allowed to edit an infomorph confirmed as subverted to attempt to eliminate the subversion, or to erase it if this is the only way to eliminate the danger it represents.
  • Non-subverted infomorphic backups of subverted subjects will have the right to know what happened to the subverted copy of their consciousness, although only those responsible for research on the subject and their superiors will have the right to decide the fate of the compromised infomorph.

Note 1: All subjects are aware that this strict protocol will be applied as they signed a clause confirming that they are fully aware of and accept the risks and rules surrounding vanguard transition and the tests they will undergo in exchange for financial rewards for lending their bodies and minds to science. Therefore, do not hesitate if you must order the neutralization or termination of your subjects or personally carry out such orders against your comrades. This is for the good of the colony and the subjects themselves.

Note 2: The fact that Michael Minate II is an important person does not change much, he will also be monitored and managed in a similar but slightly different way to allow him to carry out his duties and contribute to our cause while ensuring that he does not pose a threat to us. If researchers and project leaders confirm that he has been subverted, neutralize and terminate him if ordered and do not heed his orders to spare him. If his mind is subverted, no longer consider him your leader but an enemy, as this is what he would want you to do if his infomorph was compromised.

[Summary of the deliberation of the Foundation’s board of directors regarding rumors circulating about the Elyan/Deathless Avalon]

Rumors have recently began to circulate regarding the Elyan/Deathless Avalon bastion, suggesting that the personnel and leadership of this bastion have broken away from the Deathless Circle and are now targeted by SARO’s Red Troops.

Given that these rumors are not yet confirmed and until further notice, current orders regarding Elyan/Deathless Avalon remain the same, but we have discussed potential courses of action, which are as follows:

  • If this bastion is indeed no longer allied with the Deathless Circle, its capture or destruction will not necessarily be a priority.
  • If this bastion has objectives and an ideology that align well with those of our circle, especially regarding fighting the empires for our freedom and creating safe havens for person seeking freedom and/or peace and if they aren’t a threat to the lives of civilians, we might attempt to form an alliance with them or a related group at some point.

Moreover, the fact that SARO could target them wouldn’t necessarily motivate us to neutralize them, as SARO could possibly be overreacting as during the purge following the 21 Guns Riots. The orders of obtaining as much intel about them and evaluate how dangerous they may be remains our main objectives regarding them and are more important than ever given the implications of these rumors.
