Can capitals be built in a null-sec Fortizar?

Why someone would do that, though, is beyond me as you not only lose more money on fuel for the service, but you also forego the material savings and a Fortizar dies just as easily to attackers as an Azbel.
because the forti already exists, would be main reason.
