This guy’s skill point keeps dropping. I guess the owner doesn’t think the toon is worth more than extraction but keeps trying his luck on an overly high buy-out.

Rule B 6. You can’t extract skills from an advertised character while the sales thread is active.

That rule says about situation where you advertise e.g. 100M SP toon as original post with qsna link or skillq confirming that but after you do skill extraction and didn’t update those links where potential buyers could check the actual balance of SP. So it’s called scam. My qsna link updated constantly and reflects actual SP level along with OP’s header.
