Principle is that an access card is created with options such as number of uses, expiry date and breadth of access (ie which structures, what access to structures)
This could be placed on contract or added as part of courier contract to allow deliveries. Or a spai could issue one to allow an enemy access to an opposing structure to start an invasion or just harass the enemy
