It’s just one of CCP’s newest #QualityCoding instances. The Opportunities window is probably one of these new, distributed outsourced systems that function independently from the main cluster. CCP has yet to figure out how to code stuff like that properly, or how to lay cables properly to connect both system so that they don’t lose packages all the time. The only reliable thing about the Opportunities window is that it will not show you data reliably. Relogging repeatedly fixes that (and conveniently for CCP bloats the login numbers).
