Interesting, looks like it’s failing to open a asset file, Tried checking the files through Steam and through the EVE launcher? How old is this installation?
The installation is brand new, since I did an uninstall/reinstall as a part of my initial troubleshoot. I can only assume the EVE is now just screwing with me.

Right, What Nvidia driver version are you on? Also you mentioned you can’t choose between DX11 or DX12 in the launcher, Is the drop down menu still there but can’t select anything or is it just not there at all?
Somewhere along the line, the DirectX part of the problem suddenly resolved itself.
The game now starts but hangs (black screen with music) after character selection for a minute or two before crashing back to the desktop. This morning, however, Proton-10.0.1(beta) stopped working, so I’m exclusively trying with 9.0-4, and I have not managed to get the same error to occur twice running.

Right, Well thats something. Your Nvidia driver is getting quite old now and old drivers can sometimes cause issues, Thats why I always recommend having the latest drivers available when trying to run games.
Might be worth installing the latest Nvidia driver and seeing if that helps? As your on Kubuntu this PPA would be the easiest way of getting the latest version:
To be fair the 535.230.x driver was probably only about 5 months off; that is damn near bleeding edge for Ubuntu. I wouldn’t expect any real changes anyway from a 10 series card perspective.
I’m always very interested in the failure modes. Wish we knew what this one was.
