It is not a module; it is a feature of Tech 3 destroyers.
Looks like some sort of a worthless trade item. Where’d you get it? If a mission agent gave it to you there might be some type of purpose for it for that mission specifically, otherwise there is no value to it.

I found it on pvp battlefield, taken from wreck.
High Value: Do not trash it or sell it to a standard buy order. Collectors on the EVE Online Forums or in specialized trade channels often pay anywhere from 2 billion to over 6 billion ISK for these bugged items

looks as though someone has the propulsion mode one and they are auctioning it off starting at 1 bil, with a BO of 10 bil on here… id do something similar, start out at 1 bil.
