The uptake on bounties previously was very low. It wasnt a case of a lack of them, or them going away quickly.

What would make a bounty more enticing to hunt now than before?

I think the missing piece is the removal of CONCORD for Bounty Hunters. Did I miss that part in the festivities?

I ask myself what ‘reward’ there is for participating in just about any civilised justice system. We call people who perform military duties, including running security, for money ‘mercenaries’. They don’t even rise to the level of a vigilante, who would ostensibly be willing to go to great lengths to mete out justice without getting paid. I don’t think that the reward for AG is supposed to be in the same currency as what they supposedly fight against, though loot is nice, too.

If you actually care about justice, then the reward for participating in the justice system is the justice you help create.

CONCORD just warps in and cleans up the mess. They are NOT proactive and do nothing to prevent a gank from occurring. AG would be able to build their ranks and have the numbers to make this happen.

Creating a -10 alt isn’t that hard. Roll a character. Train up gallente destroyer. Train up blasters, and gank ventures in high sec. Goes even faster if you can nab the pod. Even just applying the WS on it will significantly decrease your security rating.
