Targets are likely one person working under the “Holl Corporation”. Targets jump high security escalations to bait players in order to take escalations, and the likelihood of targets using hacks to find players on the map is high - so do not expect to not be hidden under cloak, and/or hidden in a distant pocket when in the same local as a target.
Targets are often seen around Minmatar high security space, particularly: Dantbeinn 0.7.
Every Kill Mail will earn exterminators ISK in value of the vessel popped. 2 Billion ISK is currently available to ensure targets are dealt with.. likely to increase over time depending on how targets squirm.
After primary bounty funds are exhausted.. the killer that has done the most damage will earn 500 million additional ISK. Second deadliest will earn 250 million additional ISK.
It is the burden of those with character to cut down those without character. May Primary Target receive righteous judgment for his/her actions.
So, we’re dealing with people that sell game items and PLEX via 3rd party sites? Almost certainly Russian. Highly organized. Probably serves null alliances so null alliances can control more of the game, and have a competitive edge via obtaining cheap game assets.
I see many Asian characters with Russian flags and crosses on their profiles. They’re trying to hide the fact they are all one giant conglomeration. Saw one character that was apart of a Japanese and a Chinese organization (sure). They have shitty English skills, also… so, probably desperate and badly educated… perfect fodder for farming videogames.

New players are usually baited, escalation jumped, constantly watched. If you find an empty area it won’t be empty for long.
What I’m interested is how nobody wanted anything to do with this contract. Tells me the only weakness is the 3rd party site selling EVE game assets (you all want attention.. now you have it).
I don’t believe it matters how many billions I can (and I can) offer. I can offer to allow players to burn down almost everything in the areas I listed…but that won’t happen, eh?
We’re (likely) gonna see upcoming global economic apocalypse decimate Nullsec and their ability to purchase cheap game assets. Everyone will be broke except for a few.
Then, since the Russians volunteered themselves to me.. they’ll be targeted.. at their weakest.
No ISK, though. Thousands of dollars will be going to starving kids, via EVE players ganking the Russians. CCP should never profit from what they did to make this situation as bad as it is.
