Once you received the caracter ex ower is no longer have access to it.
I know that, in our case, he/she do not need access to this character to unclaim character.
What you mean under unclaim ? you could relog on the forums page and it’s already should be there if the transfer complete
Everything within offical EVE transation is complete, it is external Alliance tool that need to be fixed, different database and stuff.
