Install costs aren’t more than a billion.

I wouldn’t copy what all the people on public contracts are doing with super BPOs up for 35b+

Time is everything…Its not so unreasonable. Sure, you can buy and research your own for about 21b… but in 200 days, you could buy this and produce 14 copies, which at current value you could already made back 10b of your investment by the time your 21b BPO finished researching. Plus no risk of losing your research progress in the unlikely but possible event that your research citadel is attacked.
