And obviously, do it so the ship is officially a rogue-Dommsday bomb, so if it kills an “innocent” passing by, the pilot is not flagged as a criminal and can dock and use gates???

That change turned out to be a mistake, and has been partially reverted in a later change, nerfing Marauders in particular and later Blops battleships too.
There even is an explanation why this change had been reverted, so you can read it and hopefully understand why it has been done, even if you do not like the reversal:

I recommend closing the forums and game. Take a break from EVE and go outside and do other things for at least some days without thinking of EVE or Marauders.
Sometimes I am too invested in a game and I notice it makes me behave irritated and irrationally and makes me feel bad instead of good about that game. For me that’s a sign I should take a break and do something else. I sense you’re at that stage.

I want to open an Insurance company, that gives 24/7 various tier protection to you, or an asset of yours, multiple assets, etc.
Three Tiers of protection and pricing.
Diamon Tier:
Concord level Mercs, with complete insurance of 100% money of the asset protected back in case of failure.
Silver Tier:
Concord level mercs, but only 50% recover in case of loss of asset-
Copper Tier:
Concord level mercs, only basic 10% recovery in case of destruction of assets.
Every Tier had also three main modes:
Base package:
5 Concord level mercs, with 1 Logi, 1 T2 BS, 3x Cruisers, 1 Frig.
Use to form a fleet that stay with you all the time. Help you clear out missions. If a Merc is destroyed, it takes time to re-ship.
No insurance provided. You can order them only to protect you but not to attack say, a base camp. Which could exploited.
Second package involves Capitals ships. A personal fleet insurance
that stays with you, or at one location, or travel automatically if a proximity alarm, and an attack signal sent.
Third Package involves personal insurance, for value of assets first, and then calculate an approximate Fleet needed to protect the client.
It could be just a 5 Concord lev. basic fleet, but with GOLD insurance. Or a Capital Fleet, with GOLD insurance.
This is the choice for those that do not want to lose anything,
they got the money, and they are willing to pay for the
ULTIMATE PROTECTION package.
Because we live in a Free market, now if someone has an issue with 3x Ancillary GOLEMS, with 1.2M EHP, and 3500 PDS on each ship… and they bring 10x usually… the client will need to specify he needs a fleet capable of tanking 35K DPS, and possibly saving it’s asset ( a station, idk. ). This will cost him Tot. Isks. with basici nsurance. ULTIMATE COVERAGE will cost a small fortune…
bc now it has a CAPITAL ship, in the defence fleet assigned to him…

There is no such option/insurance. Neither in life, nor in the game. Nor do we need it. The reailty is that paying for such a package would exceed substitution cost, and every rational human being will just suck it up and buy a new marauder than finance a ‘‘private army’’ to protect it.

If the Basic package is cheap enough, to let you clear sites faster, kill every ganker that tries to stop you, a mini.army of just three ships would
1: Let a TON of players have FUN, instead of living in a climate of terror all the time.
2:Some money is better than NEGATIVE money. Activating an Omega to then just spend half your day doing refitting and recoinnesance jobs, then got bored and trave 100+ systems to try have some fun, I’d rather pay a PERMIT that I have CONTROL over.
Than pay 20 PERMITS to 20 Gankers association, just to be killed by a rogue Multiboxer called Hrothgar.
