What can I do if I didn't get the right character in character bazaar?

My friend bought a character in character bazaar, but when he got the character it wasn’t the one that was sold in the market.
Was there similar things happened before? How to handle this problem?

Scamming in the character bazaar -trades is against the rules and CCP takes them very seriously.

Make a support ticket immediately. A delay could allow the Criminal To escape!
