That looks like it’s one of the default clothing options for Caldari characters. There are slightly different options for each empire.
If you are not Caldari, there are some similar-looking Jackets you can find by looking for “Crew Jacket”. Some of them were introduced during events and are not listed on the market. But you might find them on contracts or make on WTB offer on the forums. Maybe someone sells one you like.
As for the shirt, you can get different variations by clicking the small arrows that show up on the side:
