Where can I find him? I don’t know how to write him a letter on the forum. I found him in the game and sent him a message
By using the @ in front of his name (mention function of the forum, indicated by the blue box) he will be notified the next time he signs in to the forum so will be aware of this thread.

As I wrote, when he next time signs in to the forum he will receive a (forum) notification (in the upper right corner, the same way how you get notified when someone replies to your post or as demonstrated by using the mention function with your name as well, you should have received one such notification for that too).

@Raindow_Candys Some years ago, CCP gave out a very very small limited amount of Commander Dress apparel items as reward for Propaganda Contests.
They were complete sets of male and female top and bottom apparel items for each of the 4 main Factions - Amarr, Caldari, Gallente and Minmatar.
Every once in a while a single Commanders Dress item will show up for sale in Market, Public Contracts and here in the forums. Course it’s a rare occasion and when that happens, the item is always listed at an extremely exorbitant price…
Just to give you an idea of how tough it is to acquire those items, I’ve been collecting apparel for a really long time, currently I have 760 different male and female apparel items in my collection, probably the largest collection in New Eden and I still don’t have any Commander Dress apparel items in my collection.
Anyway, hopefully this answers your questions…
