You had to select a “main” account. You could change this once per year, like remapping.
Only that account could fly caps.
A solution looking for a problem. It still wouldn’t solve anything. Anonymous email addresses, pre-paid credit cards, VPN, virtual machines, and multiple PayPal accounts are a thing. You could still have as many Omega accounts flying caps as you want…

Are there a lot of people multi-boxing caps out there? Is that the main problem with them?

Easier fix: a battleship that can fit capital weapons, specialized in killing caps. The only reason we dont have this already is that CCPs null sec buddies would cry.
